ROSEVILLE PLANNING COMMISSION
June 9, 1993

Pagel

6

interests. McFarland pointed out the value of neighborhood parks
and talked about the volunteer efforts of the neighbors to develop
and maintain the park. Mr. McFarland pointed out that he hoped the
church would stay but that it would have to stabilize at some
point. McFarland stated that Bruce Russell Park must stay.

Bill Metzger, 1245 willow Lane, stated that he supports the
church's proposal because it would be very much "win-win" for the
communi ty as a whole. Mr. Metzger further stated that the proposal
would give the church an opportunity to improve all levels of youth
service which would be a positive aspect to the neighborhood.

Jerry Baumann, 1178 Ryan Avenue, pointed out that the park had been
renamed to honor an officer killed and the loss of the park would
be a disservice to his memory. Baumann pointed out that all
churches in the community provide services and there is no
guarantee that the church would continue to serve in the future.
Baumann testified that 35% of the members of the church do not live
in Roseville and that the growth will occur outside of Roseville.
Baumann said that the residents don't deserve to lose the park
which they have paid taxes to maintain and that families have built
the little league field in the park.

Tom Turba, 1170 Burke, expressed concerns about traffic flow
through the neighborhood.

Roger Moberg, Calvary Baptist Church, spoke on behalf of the
proposal and viewed the expansion of the park at Lexington and
County Road B as being positive for the church and the
neighborhood.

steve Favilla, 2451 Simpson, stated that he used the park as a kid
and moved because of values provided by the church. He stated that
there should be a solution to work together and which would be best
for the community.

Linda Barber, 2525 Cohansey, stated that a new expanded park at
Lexington and County Road B would be better utilized by a lot more
residents of the community.

Sandy West, 1204 Ruggles, stated that the church has other options
such as a satellite church and by making better utilization of the
existing site and building. She stated that the park is needed for
her kids to play in and that once it is lost you can't get the park
back. He stated that neighborhood parks are important to provide
recreational opportunities within walking distance to home because
once in the car, people can go to other larger park areas such as
Central Park.

John Barke, 1187 Ryan, indicated that he was a member of the church
who is opposed to the proposal. Mr. Barke stated that the church
should live within the site and that there would be other
alternatives which would be available for expansion. Mr. Barke
