<br />ROSEVILLE PLANNING COMMISSION <br />June 9, 1993 <br /> <br />Pagel <br /> <br />8 <br /> <br />6. The Park Land needs south of Highway 36 should be considered. <br /> <br />7. Roseville Lutheran Church is a good neighbor and provides a <br />number of activities that support the community. <br /> <br />8. Churches are important to neighborhoods and a wider region as <br />are Parks. <br /> <br />9. Church congregations contribute to the community economically <br />by drawing people to other commercial uses. <br /> <br />10. The distance to the proposed Lexington Park may be to far for <br />residents in the Bruce Russell Park area. <br /> <br />11. The elimination of Bruce Russell Park may be breaking a <br />covenant to the neighborhood provided by the previous <br />Comprehensive Plan. <br /> <br />12. It may be desirable to have a balance of development at the <br />corner of Lexington & B by keeping the corner open to <br />something different than commercial. <br /> <br />13. The city needs to consider the public good which is broader <br />than just considering one park over another park or a church <br />use over a park use. There is a need to evaluate the public <br />good contributed overall by each of the alternatives. <br /> <br />14. The church is an organized body with a prepared plan while the <br />neighborhood is not an organized institution and needs time to <br />respond to the proposal and seeks to rely on the comprehensive <br />plan. <br /> <br />15. Park space and community parks have a value and it's important <br />to understand that neighborhood spaces and larger park areas <br />do not necessarily meet the same needs. <br /> <br />16. It is important to understand that the church may leave if the <br />proposal is denied. <br /> <br />17. The church is expanding at a rate that may cause it to leave <br />anyway even if the development takes place as currently <br />proposed. <br /> <br />18. From a business perspective the church proposal is positive. <br /> <br />19. The current success of the church may not continue. <br /> <br />20. A majority of the congregation are not from Roseville and do <br />not pay taxes in Roseville. <br /> <br />21. Improvements in Bruce Russell Park were paid for by citizens <br />of Roseville. <br />
