Dale Street to <br />operate a mail order business that would provide personalized labels for bottles <br />of champagne and wine. <br /> <br />Presentation <br /> <br />Falk provided a written report dated October 13, 1993 in which he reviewed the <br />request to add a mail order business that would provide personalized labels for <br />bottles of champagne and wine on a site currently used by the Brausen/ Amoco <br />Service Station at the comer of Dale Street and County Road B. Falk noted that <br />last year, Mr. Brausen received fmal approval for a planned unit development <br />to remodel and expand the station incorporating the adjacent lot and building <br />into the project to be used as a new auto service building and office. Within the <br />office, Brausen proposes to establish the mail order business. <br /> <br />Falk explained that off-sale liquor stores, located in areas other than shopping <br />centers, require a special use permit in the B-3 General Business District. Such <br />a business also requires an annual business liquor license. This mail order and <br />phone order business does not involve other liquor business and is considered <br />an ancillary use to the primary office use on the site. <br /> <br />Staff recommended approval of the special use permit request to establish an off- <br />sale liquor establishment at 2180 N. Dale Street subject to the following <br />conditions: <br /> <br />a. That the business remain a mail order operation with no over-the-counter <br />retail sales. <br /> <br />b. That there be no signage identifying the business on the building. <br /> <br />c. That the special use permit be limited to the time that a valid off-sale <br />liquor license is in effect. <br /> <br />Member Rengel asked for clarification regarding the difference between an <br />annual liquor license renewal and the special use permit. Falk explained that the <br />special use permit would only exist only as long as the Council had issued an <br />annual liquor license. <br />
