<br />ROSEVILLE PLANNING COMMISSION <br />November 10, 1993 <br /> <br />Page# 12 <br /> <br />City Planner Michael Falk provided a written report dated November 10, 13, <br />1993 in which he described the Ryan Construction request to add phase II of the <br />Twin Lakes Redevelopment District to include a 62,725 sq. ft. medical center <br />to be located at the intersection of County Road C and Fairview Avenue. Falk <br />explained that the existing zoning on the 4.2 acre site includes a B-3 zone on the <br />area formerly occupied by the Mack Hotel, with the remainder of the site <br />designated as 1-1. The proposed zoning change is to B-4 which will allow <br />retail/office/service districts in which medical and dental buildings are permitted <br />uses. <br /> <br />Falk described the building elevations, the site planning and landscaping, and the <br />parking for the site. He noted that the site plan shows 256 parking stalls which <br />equate to I stall for every 175 sq. ft. of the first and second floor of the medical <br />building. He also reviewed the storm water and storm water drainage plans, <br />noting that temporary ponding will be provided to the northwest of the medical <br />center site. Falk also pointed out that the enclosed trash standards and rooftop <br />mechanicals will meet or exceed the City's requirements. <br /> <br />City Planner Falk stated that the staff recommended approval of the rezoning <br />from 1-1 and B-3 to B-4 and recommended approval of the preliminary and final <br />plat to be known as Twin Lakes Center. <br /> <br />Member Thomas asked for clarification regarding the number of handicapped <br />stalls and car trips per day at the site. Member Roberts asked for a contrast <br />between the I -I and B-4 zone~ and how it would relate to a medical center. <br />Chairperson VVietecki asked the staff to look at ramps for future construction in <br />order to provide for more dense development. Rick Jopke explained that in the <br />past, a smaller site plan had been presented in which a parking ramp was used. <br />Member Harms expressed concern regarding the amount of parking and the need <br />for additional space for vehicles in a medical center. She also asked that the staff <br />and developer consider using a covered walkway or shelter to allow patients to <br />enter and exit. <br /> <br />Kent Carlson, Ryan Construction Vice President, stated there are 8 handicapped <br />stalls placed on each side of the main entrance to the medical clinic. The <br />entrance area, in front of the building, is currently not covered but will be <br />reviewed by Ryan's architects. The facility is designed as a primary care facility <br />
