The applicant has <br />been in business and has two other licensed sites. <br /> <br />City Planner Falk stated that the staff recommends approval of the special use <br />permit and notes that the site meets all site planning and building materials <br />requirements. <br /> <br />Member Thomas asked if the site met the City's landscaping requirements. Mr. <br />F alk responded that it did meet the City landscaping requirements but the <br />materials must be cleaned up and trimmed. The site has previously received <br />approval from the City as a restaurant. <br /> <br />Member Thomas asked for clarification regarding the fencing. Falk responded <br />that the fencing is proposed as chain link to 6 feet in height around the play area. <br />The play area would have a pebble material surface. Member Harms expressed <br />concern regarding setbacks from the east side. Falk responded that the east <br />setback is 5 feet and will be met and also has a grade separation. Harms <br />expressed concern with exhaust from trucks. Harms asked for consideration of <br />a different fence alignment or different fence material. Falk responded that the <br />fence is extended to the east in order to cover the building entrance on the east <br />side. Harms asked if a different kind of wood fence could be used in lieu of <br />chain link. <br /> <br />A general discussion ensued regarding the merits of chain link versus wood <br />fences. Member Thomas asked if more shrubbery could be used in front of a <br />chain link fence. <br /> <br />Member VV all asked if the parking lot would be renovated to repair holes on the <br />west and north side. <br /> <br />Member Wietecki asked why daycare facilities are designated as a special use <br />permit in the Roseville code. What are the concerns that the City has? Assistant <br />Community Development Director, Rick Jopke, explained that traffic at pickup <br />times, environmental issues, and complementary uses are the primary issues to <br />be concerned with when issuing a special use permit for daycare facilities. <br />
