<br />ROSEVILLE PLANNING COMMISSION <br />November 10, 1993 <br /> <br />Page# 8 <br /> <br />Wietecki explained that the outdoor play area is a concern in the retail center of <br />the City. Perimeter Drive is busy and is not a good environment for 2-6 year <br />olds. The exhaust, noise, grit, and high traffic are a concern to him. <br /> <br />Member Rengel asked for further details regarding the landscaping, noting that <br />80% of the site is asphalt and that the open outdoor space does not provide much <br />shade. <br /> <br />Udi Perera noted that she is the owner of two other daycare facilities, one at the <br />University of Minnesota and one in Oakdale. She explained the montessory <br />schooling concept and noted that her other facilities have chain link fence with <br />a plastic type vinyl covering and also noted that the proposed site needs an <br />extensive clean up. <br /> <br />Member VV all asked what will be provided for landscaping and Perera responded <br />that there will be more trees and more plant materials will be installed and the <br />existing plant materials will be cleaned up. In addition, an awning will be <br />constructed over a portion of the play area. She explained that the use of chain <br />link fence is on purpose in order to provide the children the opportunity to look <br />out of the site and not be walled in. <br /> <br />Member VV all asked if a wood lattice and shrubbery could be used. Perera <br />explained that the chain link fence is colored green and black. Mr. Perera <br />explained that there will be entry doors from the southwest corner of the building <br />to the play area. All exits will be security locked. Chain link will be used <br />because it is a stronger fence. The intent of this montessory school and daycare <br />center is to clean up the site and provide a home type atmosphere for family and <br />children that work in the Roseville area. There will be 62 children at peak times <br />at the school. <br /> <br />A general discussion ensued regarding the differences between montessory and <br />regular pre-school care. <br /> <br />Member Thomas stated that the location is not unusual for daycare facilities, <br />noting that in downtown St. Paul, there are a number of facilities as well as the <br />State of Minnesota employee care facility and the St. Paul campus. These are <br />convenient for the parents and are reviewed by the State Department of Health. <br />
