<br />ROSEVILLE PLANNING COMMISSION <br />Wednesday, January 12, 1994 <br /> <br />14 <br /> <br />Ed Cunningham, 1857 Eldridge, stated that the density is not in keeping with the <br />neighborhood and there are traffic problems that will increase over time. In addition, <br />there will be more trips per unit than anticipated in the project. He stated he had a <br />petition of 97 people opposed to the project. He asked for an accident record at the <br />comer ofB and Fairview. He stated that Roseville needs townhouses for seniors. He <br />asked for statistical reports on the effect of car exhaust and provide a report on such <br />impact as compiled with the neighbors. <br /> <br />Dee Johnson, 1849 Eldridge, cited traffic problems on Sunday morning and Saturday <br />evening with the church as it currently exists. She also explained that there are <br />drainage problems in the area and that large trees on the south property line would be <br />removed. She also expressed concern regarding the safety of children in the area. <br /> <br />Meg Carlson, Waldrof School, stated that the currently parking lot is used for a <br />playground by the Waldorf School and would be a safety hazard if shared parking were <br />instigated on the site. <br /> <br />Don Jensen of the Rottlund company summarized the request, and noted that the <br />project may be premature if the zoning and Comprehensive Plan are not correct. <br />Rottlund is simply trying to provide affordable housing in an area where the market can <br />absorb such units. He explained the realignment of the parking, the curb lines, and the <br />grassed areas as well as an extension of the parking lot to the south. He also clarified <br />the cost of each unit as well as the cost of each building being $500,000 to $750,000. <br />Jensen explained that the site may be an excellent site for senior housing at a future <br />date, but he noted that the impacts for such housing may be similar to those for medium <br />density. <br /> <br />Chairman Keith Wietecki closed the public hearing. Member Hanus expressed concern <br />regarding the density and the parking issues. <br /> <br />MOTION: Member Harms moved, member Sandstrom seconded, to recommend <br />denial of the request for a rezoning for a Planned Unit Development and all subsequent <br />changes because the project is inconsistent with the Comprehensive Plan and <br />premature, and because the project is too dense and the project should meet a higher <br />quality test.
