<br />sq. ft. bank, and a 9,000 sq. ft. auto service/food area. The proposal has <br />appearances which meet City design standards on all 4 sides of each building. <br />There is an internal road system and parking system which will generate <br />7,000 vehicle trips per day with 665 trips in any peak hour according to the <br />traffic consultants report. Lincoln Avenue, Snelling Avenue and County <br />Road C can handle the additional traffic. The consultants did recommend a <br />median in the driveway to Lincoln Drive and closing the entrance at the <br />southeast comer of the project from a private easement at the Conoco station. <br /> <br />Members Thomas and Rengel asked for clarification regarding the easement <br />locations and what signalization was required by the traffic consultant's <br />report. Falk responded that there is adequate stacking distance on the internal <br />driveways and medians to prevent traffic backups. No signal is currently <br />planned. Traffic will be dispersed throughout the site according to Lon Aune, <br />the City Engineer. Chairman Wietecki asked the staff to report back with the <br />average daily trips currently on Lincoln Drive. <br /> <br />City Planner Falk reported that the site currently has 300 parking spaces and <br />a number of joint-use parking areas with cross-parking easements. The site <br />also has an on-site drainage area with a 9,000 sq.ft. storage capacity at the <br />northeast comer of the site. Copies of elevations of each of the four buildings <br />were distributed to the Planning Commission during the meeting. <br /> <br />City Planner Falk responded that the project meets the landscaping <br />requirements of the code and the lighting requirements of the code by <br />providing 20 ft. high shoebox, headlight lights. In addition, the project would <br />have two pylon signs; one on Snelling and one on Lincoln, as well as one <br />monument sign to be located on Snelling adjacent to the restaurant. The two <br />pylon signs will advertise the Center and the four major users. Trash <br />dumpsters must be either be completely screened adjacent to the building or <br />be placed within the building. <br /> <br />Member Thomas asked for clarification regarding the Jiffy Lube site and why <br />it currently does not meet the city code. <br /> <br />11 <br />
