<br />City Planner Falk provided a review of the engineering report regarding the <br />need for assessments for all improvements and the engineering request for <br />sidewalks along Lincoln Drive, as well as a 20 ft. wide light rail transit <br />easement on Snelling Avenue. In addition, all permits for water and sewer <br />must be obtained. <br /> <br />Member Wall asked the staff to review the Minutes from the February 9, <br />1994, meeting in which the Commission asked for cleaning up the fencing <br />along Midway Ford, the prohibition of parking along Lincoln, and one pylon <br />sign on the site and one ground site on the site. <br /> <br />Member Thomas asked the staff to review the signage on the site and <br />compare it with an independent site. Mr. Jopke noted that in the current sign <br />code, each individual parcel is allowed to have one pylon sign. This project <br />allows two pylon signs for four parcels. A general discussion ensued <br />regarding sign code requirements. <br /> <br />Member Wall asked that more green space and landscaping be placed on the <br />site, especially coniferous vegetation for four seasons of visibility. He also <br />requested that the storm sewer, storm pond area aesthetics be improved. <br />Michael F alk responded that the ponding will be a permanently wet pond and <br />will be designed as an amenity on the site. <br /> <br />Member Sandstrom asked for clarification regarding the ownership of outlot <br />A and B and whether these lots could become tax defaulted parcels. Parcel B <br />is the pond site. <br /> <br />Jerry Slawik, developer and a representative of HarMar Incorporated, stated <br />that outlots A and B will be owned by HarMar Incorporated and will be <br />maintained as part of the development property. <br /> <br />Gary Vogel, Architect for HarMar Incorporated, explained the elevations and <br />apologized for the lateness of the elevations. A general discussion ensued <br />with Planning Commission members and Architect Gary Vogel in which the <br />Commission asked for more compatibility of buildings with the adjacent <br /> <br />12 <br />
