<br />Planning Commission Meeting Minutes <br />March 9, 1994 <br /> <br />He noted that, in the past, when there are strong single-family uses across <br />from a townhouse project, there is no problem. The primary concern is when <br />side setback areas create design issues. Shardlow noted that the proposed <br />units are more expensive than the existing houses in the area. Shardlow <br />stated that the comprehensive plan should be changed only with the very clear <br />condition that the land east of Kehr's property to Dale Street should also be <br />redesignated for medium-density residential uses at some time in the future. <br />However, the zoning should not be changed until a specific project is <br />available for the land east ofKehr's project. Chainnan Keith Wietecki <br />explained that these are comprehensive plan issues which, over time, will <br />need to change. He expressed concern with stock changes in the land uses <br />and need for conditions when rezoning will occur in an area to the east. He <br />also expressed concern with the timing of this project which comes before the <br />comprehensive plan has officially been completed. He stated that, if the city <br />tries to guide medium-density residential for all areas surrounding the Kehr <br />project, the city must provide legal notice and include those properties in that <br />legal notice. <br /> <br />Member Rengel asked for clarification regarding what the specific issue is for <br />this evening. John Shardlow responded there are three scenarios of decisions. <br />First, the Planning Commission may not support the project as it is proposed <br />to change the land to medium-density residential and, therefore, it would <br />remain as a single-family area. If the Commission chooses this alternative, <br />they should recommend denial. Second, if the Commission is supportive of <br />the Kehr project but has hesitations regarding adjacent properties, a design <br />should be done for all of the properties in the area before approvals are made. <br />Third, if the Commission is supportive of the project on Kehr's property, <br />changing from low-density, residential to medium-density residential, the <br />Commission could approve the Kehr project and deal with the other areas in <br />the near future. <br /> <br />Member Wall stated he would recommend denying this project based on a <br />conflict between adjacent properties and that it is premature or should be <br />combined with other properties.
