<br />Planning Commission Meeting Minutes <br />April 13, 1994 <br /> <br />road can be constructed and with flexible Planned Unit Development <br />setbacks will work. <br /> <br />Member Thomas asked what was the typical zoning for an institutionally <br />planned land use. The staff responded it is generally Rl or Bl within which <br />institutional uses are a permitted or special use. <br /> <br />Member Rengel asked what direction the land planning criteria in the plan <br />and the Vista 2000 Program provided to the Planning Commission. Mr. <br />Shardlow listed the criteria in the Comprehensive Plan including: access to a <br />County collector road, close proximity to public parks, large enough <br />properties to make a neighborhood development, and greater future <br />flexibility. Member Sandstrom asked if the roads to the west of the Kehr <br />property would be considered in this land use proposal. The staff responded <br />they would not be considered at this time, and only in the future would be <br />designed and built. <br /> <br />John Borgstrom, 644 County Road C,expressed concern about the road <br />along the Kehr property east edge. He asked if there would be a hearing on <br />the zoning and subdivision issues. (Yes, scheduled for May 11,1994). <br /> <br />Sue LeMay, 792 Rose Place, expressed concern about what the Legion does <br />to the west of the Kehr site. She asked at what point single-family <br />development had been left out of the project consideration. She expressed <br />concern about the connection to Rose Place. <br /> <br />Member Harms responded that the Kehr project did not appear economically <br />feasible as a single-family project. Rovay responded that she preferred to see <br />the Legion develop as single-family and not as townhouses which would <br />create a major traffic problem. <br /> <br />Jim Bodsgord, 720 West County Road C, asked why the focus on the area <br />has changed from single-family to townhouses. He noted that other areas in <br />the city could be developed for townhouse purposes. He expressed concern <br /> <br />3 <br />
