<br />Planning Commission Meeting Minutes <br />April 13, 1994 <br /> <br />about the roads within the Kehr project. <br /> <br />Chainnan Edward Roberts clarified that the Planning Commission and the <br />Vista 2000 groups were attempting to meet some of the City-wide needs <br />expressed by citizens during the planning process, and noted that townhouse <br />developments were one of those needs. <br /> <br />Dennis Olson, 764 Rose Place, asked where will the planning changes stop as <br />the projects progress westward. He stated that 23 cars will come from the <br />two roads within the Kehr project instead of 3 to 4 cars if the project were a <br />single family. Member Sandstrom asked if Olson would be more supportive <br />if no road connections were made to Rose Place. Olson responded that the <br />only townhouse site in this area that should be built would be the southeast <br />corner of Dale and C. <br /> <br />Fred Booth, 626 West County Road C, expressed concern that his lot may <br />become an island at the corner of County Road C and Dale because a duplex <br />is currently located to the west of his site and townhouses are proposed <br />further to the west. Member Rengel commented that the reason to change the <br />Comprehensive Plan is to allow properties to the east of Kehr the opportunity <br />to participate in changes now or in the future. Booth asked if the taxes would <br />go up on the site. Staff responded, no property tax increase is expected based <br />on a change in the Plan. <br /> <br />Steve Vitalle, 2555 AIaddin, stated that the Vista 2000 Program recommends <br />protecting single-family neighborhoods and that townhouses do not protect <br />single-family neighborhoods, and are not in the best interest of the City. He <br />expressed concern with the east-west roads and with the traffic on Rose <br />Place. He also stated that the project would take out green space and trees. <br /> <br />Vincent Fedor, 775 County Road C, asked for clarification regarding the <br />density of the medium density development proposed. John Shardlow <br />responded that the medium density designation can allow for up to 10 units <br />per acre, and that the Kehr project is less than 6 units per acre. <br /> <br />4 <br />
