Planning Commission Meeting Minutes
April 13, 1994

Member Rengel stated the Planning Commission's task is to look at the
overall city and find sites for redevelopment given the association with the
adjacent land uses and with the Comprehensive Plan policies. He expressed
concern with the Britz and Booth property opposition to the site. He noted
that, if only the Kehr project were eventually approved, it would look
incongruent.

Member Harms stated she did not agree with the Comprehensive Plan
changes as proposed. Members Thomas and Sandstrom asked for
clarification regarding the previous approval on March 9, 1994, as
recommended by the Planning Commission to the City Council.

Dennis Welsch and John Shardlow clarified the motion of March 9, 1994.
John Shardlow stated that the traffic on County Road C and on Dale Street
would continue to grow in the future. He compared this project to a possible
single-family development of 10 to 12 lots and the impact that it might create.

Member Sandstrom stated that he was opposed to the project because it
would create an island project and expressed concern about the Booth
property .

Member Thomas stated that Booth could only sell the property for medium
density development with certain conditions including access from adjoining
property. There is a duplex which will remain for the foreseeable future
adjacent to his site. A general discussion among the Commission members
ensued regarding the future uses of the Booth, Britz, and Borgstrom
properties.

MOTION: Member Wall moved to recommend amending the
Comprehensive Plan east of the AI Kehr project (on the
Borgstrom, Britz, Booth, and Salverda properties) from low
density residential to medium density residential from AI Kehr's
project to Dale Street. The motion failed for lack of a second.

8
