City of Roseville Planning Commission Minutes
May 11, 1994

e) Planning File 2643.

Thomas Willmus requested an amendment to a special use permit to allow
additional vehicle storage at Enterprise Rental Car located at 2484 Cleveland
Avenue North.

Chairman Keith Wietecki opened the public hearing and asked Michael Falk
to provide a background report. Michael Falk stated that rental cars require a
special use permit and can have conditions attached to the permit. The
applicant seeks to amend the current special use permit on the site to allow
for an increase in the storage of30 additional cars. Currently, there are 143
spaces on the site; by double-parking a section of lease vehicles, it is possible
to create 17 new parking spaces for a total of 160 spaces on the site. After
subtracting the 80 spaces proposed to be set aside for rental vehicles, there
still remains 80 spaces for tenant and visitor parking. This exceeds the city
code requirements by 34 spaces. No changes are proposed on the exterior of
the building or the landscaping.

The City Planning Staff recommended approval of the amendment to the
special use permit.

Member Thomas asked if the site was the headquarters site, not a site for
customer pickup? She asked for clarification of double parking on the north
side of the building.

Pat Kleinman, Enterprise Rental Car representative, stated that Roseville has
two Enterprise Rental businesses. The first is the group headquarters located
at 2484 Cleveland, where the proposed amendment would occur; the second
is a rental location at 2025 County Road C. She stated that there are
numerous rental sites throughout the Metropolitan area, but only one group
headquarters. Enterprise Rental Car currently needs more space because the
business has grown. As an indication of the growth in the business, there are
now 12 employees where at one time there were five. She stated that, at
times, Enterprise has more than 50 vehicles and has come forth to request an

13
