<br />City of Roseville Planning Commission Minutes <br />May 11, 1994 <br /> <br />and regulations, and adding special use permit requirements. <br /> <br />Chairman Keith Wietecki opened the public hearing and asked the <br />Community Development Director, Dennis Welsch, to provide background <br />information regarding the proposed ordinance. Mr. Welsch stated that in <br />February, the staff was asked by the City Council to prepare new language <br />for the City Code that related to site planning and land use, parking, <br />pedestrian and vehicular safety, crowd management, and access to public <br />assembly uses, such as game rooms, electronic game and device areas, pool <br />rooms, carnivals, and other similar commercial activities. The proposed <br />ordinance addresses the issues of concern by the police department and <br />planning staff, and requires one special use permit and an annual business <br />license for each business, as well as a setback of 1,500 feet from the nearest <br />residentially zoned property for any new proposed business of this nature. <br />Existing uses will be considered pre-existing uses but will still be required to <br />submit an application for an annual license beginning in 1995. <br /> <br />Mr. Welsch listed the requirements of the ordinance as follows: <br />mSUfance coverage, <br />security on site, <br />exterior lighting, <br />traffic and management in the parking areas, <br />pedestrian protection plans, <br />emergency evacuation plans, <br />slgnage, <br />on site manager, <br />employee training programs, <br />food and sanitation inspection, <br />rnaintenancereports,and <br />noise levels. <br /> <br />The Planning Commission consensus was that the ordinance may be too <br />broad and that the wording relating to entertainment, arcades, and for-profit <br />enterprises should be refmed.
