City of Roseville Planning Commission Minutes <br />Wednesday, June 8, 1994 <br />MINUTES <br />low-volume retail, and offices. He stated that Lot 3 could be divided into too small lots <br />which would create future problems for development, rather than along the 1 large site to <br />be developed at a later time. <br />Member Thomas stated that, in the area between the single family area and the business, a <br />large berm could be created which would be used as a buffer for this operation. The <br />homes would not be impacted by this operation. Member Harms stated that this is a <br />transitional use with come-and-go traffic, longer hours, lighting, and traffic noises. <br />Member Wietecki stated that there are a number of sites west and south of this area that <br />could be used for retail and retail parts operations. The city wants to retain the few large <br />remaining sites for larger developments, and is unwilling to begin dividing the land into <br />smaller retail lots. <br />Member Roberts stated that he agreed with Chairman Wietecki. He noted that Vista 2000 <br />states that no more retail encroachment should occur. He recommended finding another <br />location. <br />Member Wall stated that the project simply just doesn't fit. No further action was taken. <br />(b)Everest Development Group - Senior Housing project at Hamline <br />City Planner Michael Falk provided a background report in which he described the Everest <br />Group's proposal to work in cooperation with the Episcopal Corporation for the Elderly <br />to propose a 71 unit, 3-story, rental apartment complex for seniors. The project would be <br />located directly north of the Ramsey County library on Hamline Avenue. The site is 3.25 <br />acres. The project would be a mix of studio, 1- and 2-bedroom units with a range in size <br />from 370 to 925 square feet. The rent would be $450 to $950. Parking would be <br />provided under the building for the tenants and surface parking would be provided for <br />staff and guests. Exterior materials will be brick. <br />Chairman Wietecki asked what type of change would be required in the Comprehensive <br />Plan. The staff responded that it would be from low density to high density for senior's <br />use. <br />Tim Nelson, representing Everest Development Group, provided a history of the land <br />purchase and redevelopment adjacent to the library site. He noted the project would have <br />430 feet of frontage on Hamline Avenue and would have approximately 200 feet of <br />distance between the proposed building and the homeowners to the east.
