City of Roseville Planning Commission Minutes <br />Wednesday, June 8, 1994 <br />MINUTES <br />the site. <br />Member Wall asked if there was a public safety concern. Staff responded there was not. <br />Member Wall asked if there was enough parking to allow storage in addition to required <br />parking space. Staff responded there was enough space. Member Wall asked if the staff <br />had reviewed code section 12.065 regarding the criteria for a special use permit. The staff <br />responded affirmatively. <br />Chairman Keith Wietecki asked Michael Falk to define a special use permit. Mr. Falk <br />responded that a special use permit is a use which is not strictly permitted in the code but <br />meets improvements and/or conditions prior to approval in order to be compatible on the <br />site. Such a use cannot be denied but conditions can be attached. <br />Chairman Wietecki asked where the vacuuming of the vehicles would occur. The staff <br />responded in the vehicle storage area. <br />Member Thomas asked for clarification regarding the delivery trucks. The staff responded <br />they are standard pickup trucks used to tow vehicles back and forth. Member Thomas <br />expressed concern about storage of towing yokes on the site. Member Thomas <br />recommended that the vacuum equipment not be left unattended on the site. <br />Member Roberts asked for clarification regarding the number of parking space (90), and <br />whether it included restaurant space. The staff responded that it did. Roberts asked if <br />there was enough space for fire access. Staff responded there was. <br />Members Harms asked for clarification regarding security on the site, and whether storage <br />behind the building would be secure. Staff responded there is security lighting behind the <br />store available on all sides of the building. <br />Chairman Keith Wietecki asked for comments from the public. There were none. <br />Chairman Keith Wietecki closed the hearing. <br />Motion: <br /> Member Harms moved, seconded by Member Roberts to recommend approval <br />of the special use permit for outdoor storage of rental vehicles for Terri Spiers/Snappy <br />Rental Car at 2435 Rice Street with the condition that 12 cars and 2 pickup delivery <br />trucks be allowed in the exterior storage area and that no towing rigs or other special <br />attachments be left on the site or attached to trucks, that vacuuming of vehicles be done <br />only during business hours, and that the vacuuming equipment not be left unattended. <br />3 <br />
