City of Roseville Planning Commission Minutes <br />Wednesday, June 8, 1994 <br />MINUTES <br />Roll Call:Ayes:Sandstrom, Rengel, Thomas, Wall, Wietecki, Harms, <br />Roberts <br />Nayes:None <br />(c)Planning File 2668 <br />Roseville Good Samaritan Center requests a front yard setback building variance to <br />Section 8.020 and 8.130 of the Roseville City Code. The project is located at 1415 West <br />County Road B. <br />Chairman Keith Wietecki opened the public hearing and requested Michael Falk to <br />provide a background report on the project. Michael Falk reported that the Roseville <br />Good Samaritan Center is proposing a major renovation, and that a front-yard driveway <br />setback variance of 8 feet is requested; whereas, the city code requires 15 feet. The front <br />of the building entrance will need a variance of 5 feet to allow a 25 foot setback where the <br />code requires 30 feet. Finally, the canopy in front of the front entry will require a variance <br />of 23 feet if constructed as currently proposed 7 feet from the front property line. This <br />will require a 23 foot front yard setback for the canopy. <br />Ramsey County has reviewed the site and approved the driveway entrance into the turning <br />lane on County Road B. <br />Three trees would be removed. They will be replaced and a hedge will be planted in front <br />of the front driveway. <br />The Planning Staff recommended approval of the variances because of the lack of <br />alternatives and the need to create a more functional front face for the building. <br />A general discussion among Planning Commission members and staff ensued regarding the <br />safety and feasibility of the driveway entrance lane into the turning lane on County Road <br />B. <br />Member Thomas asked about other setback variances for canopies. Rick Jopke responded <br />that the city has granted variances to allow variances to set within 5 to 7 feet of the front <br />property line in the past. <br />Assist Engineer Lon Aune explained that, while the county has approved the driveway <br />access because of the low volume of traffic, a stop sign will be placed in the driveway to <br />4 <br />
