City of Roseville Planning Commission Minutes <br />Wednesday, June 8, 1994 <br />MINUTES <br />keep traffic out of the drive lane. <br />The Commission asked whether the driveway is one-way or could it be a two-way <br />driveway with a turn-around. The Commission also asked if the drive could be turned <br />from entering County Road B to entering on Albert Street. City Planner Michael Falk <br />stated that the applicant wants to bring visitors from County Road B and the configuration <br />shown is such that it creates a hardship to do this in any other way. <br />Member Thomas asked if other businesses could use the bank site and what the zoning <br />would be on the site. Member Roberts asked how the canopy would relate to other <br />buildings on County Road C. Member Harms asked if the County would allow a cut in <br />the median on County Road B. The staff is to check with the County and to determine <br />whether a two-way circle, turn-around was possible. City Planner Falk responded that the <br />current proposal does not have a traffic crossing or safety problem such as a turning <br />movement would have that required crossing the median. <br />Member Wall asked if the Roseville Circulator uses this site and could it pick up people at <br />the door. <br />Don Hanson, representing Roseville Good Samaritan Center, stated that the project <br />currently has no front door for family and resident's entry, and that an appealing front door <br />is part of the project renovation. He said that the front canopy would allow bus transfer <br />of residents into the front entry without getting wet. Hanson said that the one-way traffic <br />flow was desirable because it did not create a need for turn-arounds or back-up of <br />vehicles. He also said that the resident dining room at the north side of the building frees <br />up space throughout the facility for more efficient use of the building. The old dining <br />room area will be a commons room. In addition, the exterior of the building is being <br />renovated to be more compatible with the adjoining neighborhoods. <br />Member Sandstrom asked if the bank turn-around created a hardship. Hanson stated that, <br />if they had constructed the building and this turning lane had been requested, the Good <br />Samaritan staff would have been concerned. Chairman Wietecki asked if the Samaritan <br />van can be parked in the back of the facility. Member Roberts asked if the entry could be <br />moved to the rear. Hanson responded that it could not be moved to the rear because there <br />would be no street appeal from such an entrance. <br />Tom Dunwell, Architect for Good Samaritan, stated that the County would not approve a <br />mid-block median cut, but that Good Samaritan will have a stop sign installed on the <br />driveway with a right-turn only message. <br />5 <br />
