City of Roseville Planning Commission Minutes <br />Wednesday, June 8, 1994 <br />MINUTES <br />Chairman Wietecki suggested that 2 years may be the longest interim use permit issued in <br />order to allow for reporting at that time. Member Harms agreed and stated 2 years <br />maximum would be most effective with testing to be done at the end of the two-year <br />period. Member Roberts asked for clarification regarding the city's Risk Management <br />Plan for the site. Michael Falk explained the bulking and transfer areas and the <br />precautions taken on the site. Roberts noted that the site is on a hill exposed to runoff and <br />wetlands. Michael Falk explained that the containment area is a good solution for most of <br />these problems. <br />Joe Wozniak and Norm Sheffel, Ramsey County Health Department, described the <br />background of the project. They noted that 1700 participants go to a service site during <br />its operational period. <br />Member Thomas asked for clarification regarding the operator of this site, Dynex. <br />Member Thomas asked for clarification regarding the soils and how a spill may be <br />damaging to the water table. Wozniak stated that 50 percent of the materials by weight is <br />latex paint which is considered a non-hazardous waste. He noted that the county is <br />attempting to set up a paint exchange to allow some of the paint to be used. Member <br />Thomas asked if the county, itself, could use the paint. <br />Member Wall asked if there was vandalism after hours. Wozniak responded there have <br />been three incidence where waste has been left after the hours of operation have been <br />completed. Wall asked if the county could find a permanent location for such an <br />operation. Wozniak responded that the county operates a year-round site in Mounds <br />View, and that the county, by state statute, must provide for household hazardous waste <br />collection on a quarterly basis. <br />Member Roberts asked if possible spills contamination and monitoring was recorded by <br />the county. Wozniak responded that the county provides for a spill pad and a concrete <br />dish which is 6 inches in depth and reinforced and with a sealed surface. <br />Chairman Keith Wietecki asked for comments from the public. An unidentified citizen <br />asked who determines what is collected and how it is sorted. Wozniak responded that <br />unidentified material is not compounded. <br />Ed Cunningham, 1857 Eldridge, asked if there is any testing that is done on the substances <br />in the container to determine whether the substance is actually what the label states it is. <br />Wozniak responded that the operator, Dynex, will not add hand-labeled material to the <br />8 <br />
