City of Roseville Planning Commission Minutes <br />Wednesday, June 8, 1994 <br />MINUTES <br />consolidated drums of material. <br />Motion: <br /> Member Wietecki moved, seconded by Member Thomas, to recommend <br />approval of an interim use permit for 2 years with Ramsey County to report to the city on <br />usage, spills, and operations within the two-year period, and to do "grab" sampling outside <br />the concrete area, and to do no paint exchange, and if changes occurred in the operator, <br />operations or uses, they must be reviewed and approved by the city. The site must be <br />maintained during the entire year, and the existing interim use permit conditions, which <br />have not been amended, still apply, and the signage is hereby approved subject to staff <br />approval with notations of a hot-line for citizen call-ins when something unusual occurs. <br />Member Thomas asked if the city does get notified of spills, and Lon Aune responded that <br />"yes" the city does receive notice. <br />Roll Call:Ayes:Sandstrom, Rengel, Thomas, Wall, Wietecki, Harms, <br />Roberts <br />Nayes:None <br />(f)Planning File 2656 <br />Amendments to the Shoreland Ordinance. <br />Chairman Keith Wietecki opened the public hearing regarding the Shoreland and Storm <br />Water Management Ordinances and requested Community Development Director Dennis <br />Welsch to provide a background report. Welsch noted that the city is required by state <br />statutes and state agencies to review its existing ordinances and practices. There have <br />been a number of problems in accomplishing this task because of the diverse opinions on <br />the implementation and on the ingredients of the ordinance. In addition, there never <br />appears to be enough time to discuss this issue in detail with the Planning Commission. <br />The staff requested that the Commission, the Council, the Engineering Staff, and the <br />Planning Staff work together to review the various plans and ordinances within the next <br />30 days and return to the Commission in July with a package of practices and ordinances <br />ready for consideration by the Commission and Council. This would fit within the <br />extended timeframe of the Comprehensive Guide Plan which is to be completed at the City <br />Council level in August. <br />Welsch also noted that the Council had established a moratorium on variances to the <br />existing Shoreland Ordinance until the Comprehensive Guide Plan and the other <br />ordinances are revised.
