Mr. Falk pointed out that the
current request is for a five year permit to provide a headquarters for the trucking
operation involved in picking up containers from railroads and moving them to their final
destination. Mr. Falk recommended that the interim use permit be granted for a five year
period with the condition that a proposed 6 1/2 foot screen fence be provided along the
parking area.

Chairman Wietecki asked if staff had some way of keeping track of the site so that the site
is red-flagged in five years when the interim use permit would expire. The staff responded
that through the computer system the staff would be reminded of the expiration date in
five years.

Chairman Wietecki pointed out that the front of the property has been poorly maintained.

Member Thomas questioned the fence height and whether or not it would be appropriate
to continue the fence along the site property lines to provide better screening.

Chairman Wietecki asked what the design of the fence was and whether or not it would be
stained or treated. The staff provided pictures of a fence similar to that being proposed.

Member Wall questioned why an interim use permit for five years and not some other time
frame. Michael Falk responded that the five year period is consistent with other interim
use permit requests and it is also consistent with the applicant's business plan.

Member Sandstrom questioned if the trailer parking should be located as far back on the
property as possible to be less visible from County Road C.

Glen Mischke, representing MAT Properties, stated that the fence could be stained if the
city desired, that the front area will be properly maintained, that a proposed use would
generate less traffic and involved the storage of fewer smaller trailers than the previous
