<br />9 <br /> <br />6. <br /> <br />(e) <br /> <br />Planning File 2685 <br /> <br />Sandra Kentfield request for rezoning from R2 to PUD for a beauty salon at 1700 North <br />Hamline Avenue and approval of the general concept PUD development plan. <br /> <br />Chairman Wietecki opened the public hearing and asked Mike Falk to summarize the <br />proposal. <br /> <br />City Planner Mike Falk explained that the proposal is to construct a 1900 square foot <br />beauty shop on a vacant site currently zoned R2 - two family dwelling. Mr. Falk <br />recommended approval of the rezoning and general concept of the beauty shop plan <br />approval based on the fact that the proposed beauty salon would provide a transition <br />between commercial properties south and single family residences to the north based on <br />the residential characteristics of the design, parking location, adjacent to the commercial <br />uses, and green space. <br /> <br />Member Thomas stated that she had a difficulty in seeing how the proposal would provide <br />a proper transition because of the number of trips which would be generated by the <br />proposed beauty shop. Mr. Falk pointed out that the uses are established in the area, and <br />that the residential feel and design of the proposal would provide the transition. <br /> <br />Tom Reinen, project Architect, summarized the proposed project, pointing out how its <br />design would make it fit into the area. Mr. Reinen pointed out that parking over and <br />above city standards is being provided to address neighborhood concerns and that the <br />peak usage would occur on Thursdays and Fridays at about 60-70 people per day. <br /> <br />Member Rengel questioned why this location was selected and if other locations were <br />looked at. Mr. Reinen stated that other locations were looked at in the <br />Lexington/Larpenteur area, but this one was chosen because of its location just three <br />blocks rrom her current location, its homey atmosphere, and its ability to expand in the <br />future, if necessary. <br /> <br />Member Harms questioned if there was room for future expansion on the site, and how <br />garbage would be handled. Mr. Reinen responded that there is room for expansion to the <br />east and that garbage would be stored and handled inside the building. <br /> <br />Member Wall questioned the hours and days of operation and what kind of outside <br />lighting would be provided. Mr. Reinen responded that hours of operation would be <br />Tuesday through Saturday 8:00 a.m. to 6:00 p.m. with the possibility that on Tuesdays <br />and Thursdays some stylists might work until 7:00 or 8:00 p.m. Mr. Reinen added that <br />there would be exterior lighting with motion detectors which would meet city standards. <br /> <br />Chairman Wietecki stated that four letters of opposition to the proposal had been received <br />
