<br />meeting in which he generalized that most cities in the survey indicated that they either <br />regulated the number of garage sales and the amount of time can be held or they regulated <br />the overall impact on the neighborhood through the use of a home-occupation permit. He <br />noted that one question discussed at the previous meeting regarding the screening of <br />materials being prepared for sales should be amended to include the opportunity to screen <br />the material in the yard prior to the sale with a 50 percent opaque (or more) screen. <br /> <br />Member Rengel asked for clarification regarding the permits necessary and the records <br />kept on garage sales. Welsch responded there are no permits necessary, and the complaint <br />records have been minimal. <br /> <br />Member Wall asked for clarification regarding the timing of the sale, and suggested that <br />8:00 a.m. to 5:00 p.m. may be an appropriate time during each sale day. <br /> <br />Member Roberts asked if signage was included in the proposed ordinance. The staff <br />responded the signage requirements are in a separate Sign Code Section. <br /> <br />Member Wall asked if there was a difference between an "estate sale" and a "garage sale", <br />and asked that the definitions of each be clarified. <br /> <br />Member Thomas asked what type of parking and trip counts are generated by such sales. <br />She asked if the staff had reviewed whether permits or variances were necessary for <br />garage sales which cannot meet the requirements of the code. The staff responded that a <br />number of other cities either provide a permit or grant a variance. The staff prefers the <br />issuance of permits rather than attempting to define hardships for garage sales. <br /> <br />Member Sandstrom asked if the provisions of this code were consistent with other" <br />communities, and, in fact, were a common regulation.
