<br />a temporary or interim use permit for 3-5 years to allow the exterior sorting bins to <br />remain. The bins would be located 500 feet west ofFairview Avenue. They would be <br />screened by the building and by the topography, and the use is considered a valuable <br />community services. <br /> <br />The City has long-term plans for the same area which will include a regional storm water <br />pond and a new road, Twin Lakes Parkway, to be constructed from Fairview Avenue to <br />Arthur Street. Member Wall asked what is the length of the interim use. Michael Falk <br />stated 3 years plus 1 year renewals after review for an additional 3 years. Member Wall <br />recommended that a specific term be established with a possibility of an extension. <br />Chairman Wietecki asked the applicant if there were comments, and the applicant stated <br />there were no comments at this time. <br /> <br />Member Wall asked how many years has the business been at this site. The staff <br />responded 3-4 years. Member Sandstrom asked for a clarification regarding the schedule <br />for pond construction. Rick Jopke, Assistant Community Development Director, <br />explained the schedule for construction of Arthur Street and the construction of the <br />ponding area. He noted that construction is expected to begin in late 1994 with <br />completion in 1995. <br /> <br />Chairman Wietecki asked for comments from the public. Chairman Keith Wietecki <br />opened the public hearing and requested Community Development Director, Dennis <br />Welsch to provide a background report and answer questions regarding the Shoreland <br />Ordinance. Chairman Wietecki provided a number of comments and questions regarding <br />the Ordinance and asked the staff and the Technical Review Committee to review and <br />clarify language prior to the next presentation ofthe Shoreland Ordinance.
