The exterior of the building would be color-impregnated block. <br />The trash would be stored inside the building. The applicant proposes a monument sign <br />no larger than 8' high and 60' in size, and meeting the 15' setback. <br /> <br />Planner Falk explained the setback requirements of 5' on the south side, 0' requested on <br />the east side, and 15' required on the north side. He explained that the applicant is <br />requesting a 5' variance along the east side of the building allowing the parking to set at <br />the property line adjacent to the backside of a detached garage facility for the existing <br />multi-family project. On the north side of the building, the applicant is requesting a 10' <br />setback variance to allow the drive aisle for the building to set within 5' of the north <br />property line. <br /> <br />City Planner Falk explained that the 2 variances and the special use permit allow for the <br />reuse of a dilapidated site. The new building will meet the city design standards. The staff <br />recommended approval of the special use permit and the setback variances for the Naftalia <br />Alkali request at 3114 North Lexington Avenue. <br /> <br />Commissioner Wall notified the Chairperson that he would not contribute to the <br />discussion regarding the Alkali request, and would abstain rrom voting in this matter. <br /> <br />Member Sandstrom asked for clarification regarding the necessity for the variance. City <br />Planner Falk explained that the tightness of the site created a problem, especially because <br />of the right-of-way along Lexington Avenue. He also stated that the building to the east <br />reduces the need for screening or other buffering of the parking along the east property <br />line. Member Sandstrom asked if the variance along the north side ofthe property line <br />was necessary, and had appropriate notice been given. City Planner Falk explained that <br />notice had been given regarding all parking lot setbacks and that it was a borderline case <br />as to whether a parking setback was necessary for a drive aisle. However, the staff felt the <br />most appropriate method was to be most restrictive and require the variance process to be <br />adhered to. <br /> <br />Member Thomas asked ifthere would be a new surface in the parking area. Planner Falk <br />responded "yes" that a new surface would be installed and new curb and gutter on the site. <br /> <br />Bob Mikulak, the builder of the new building, and Mr. Naftalia Alkali were present to <br />illustrate a picture of the project and explain further details of the building. <br /> <br />Chairperson Thomas asked for comment rrom the public. There was none.
