<br />Claire Sazma, 1065 Grandview Avenue, expressed concern about the holding ponds and <br />the need to fence them in order to prevent day care children rrom falling into the ponds. <br />She asked when sidewalks would be installed along Grandview Avenue, and when a stop <br />sign would be installed at the entrance to Grandview Avenue. Lon Aune responded that <br />the sidewalks will be installed as the final phase of construction, and the stop sign will be <br />installed in the near future. <br /> <br />Member Sandstrom asked whether the pond design was to have continuous water in the <br />ponds or to allow them to dry up. Lon Aune explained that the ponding in the Good <br />Value Townhouse Project will contain water at all times of the year. <br /> <br />Mary Ann Mark, 1039 Grandview Avenue, expressed concern about the church's <br />encroachment into an area of trees on the church's west boundary. She asked if the trees <br />would be removed. John Peterson responded that many of the trees that are conifers will <br />be moved if they are small enough in size. She asked if the church will clean up the site as <br />the development occurs. <br /> <br />There was no further public comment. Chairperson Thomas closed the public hearing. <br /> <br />Motion: Member Harms moved, seconded by Member Sandstrom to recommend <br />approval of the amendment to the Comprehensive Plan rrom church to medium density <br />residential; approval of the concept for a planned unit development adding 8 units to the <br />original planned unit development; approval of a preliminary plat (including the 8 units) <br />and a private street system; and with the conditions that the engineering report dated <br />October 7, 1994, and listing 9 recommendations be included as part of the approval; and <br />that sidewalks be placed along Grandview; and street stop signs be placed at the entrance <br />onto Grandview Avenue. <br /> <br />Roll Call: <br /> <br />Ayes: <br /> <br />Harms, Sandstrom, Wall, Thomas <br /> <br />Nays: None <br /> <br />6. (c) Planning File 2708 <br /> <br />Roseville Lutheran Church request for a height variance for construction of an addition at <br />1215 Roselawn Avenue. <br /> <br />Chairperson Thomas opened the public hearing and requested a background report rrom <br />City Planner Michael Falk. <br /> <br />City Planner Falk responded the request rrom Roseville Lutheran Church is to allow for a <br />10' variance in height over the 30' maximum height specification in the City Code. He <br />stated that the new worship center would be 5' higher than the existing church as viewed <br /> <br />5 <br />
