<br />CITY OF ROSEVILLE PLANNING COMMISSION MEETING <br />WEDNESDAY, FEBRUARY 8,1995 <br /> <br />6. (d-l) Planning File 2722: Kenneth L. Kath request for a special use permit for the <br />rental and leasing of automobiles and appeal for a night watchman facility at 2611 <br />Hamline Avenue, North. <br /> <br />Chairman Wietecki opened the hearing and asked Mike Falk, City Planner, to <br />provide background and description of a night watchman residence to include: <br /> <br />(a) Such a space is an accessory use to be used for office and living quarters <br />for a person to fulfill the duties as a night watchman in the primary <br />structure and principle use. <br /> <br />(b) Such space shall be limited to 600 sq. ft. or less of combined living and <br />office space. <br /> <br />(c) The living area is to be the equivalent of a studio apartment, to be <br />occupied only by the watchman as designed by the building owner/ <br />property manager (not to be used as a separate rental dwelling unit). <br /> <br />(d) The watchman's residence must be an integral part of the principal <br />structure (not an add-on or separate structure). <br /> <br />The City Attorney has reviewed and approved this approach. The staff <br />recommends approval of the definition and an amendment to the City Code when <br />ready. <br /> <br />Comments from the Public: <br /> <br />Such a definition should define "night watchman." <br />Such a definition should define the rationale for having a night watchman. <br />Staff should ask other cities about definition in their codes. <br />Does a night watchman require/use a weapon? <br />What type of training is necessary? <br /> <br />Council Liaison Barb Mastel, explained the reason for sending the issue back to <br />the Commission was the size difference and Mr. Kath's comment that he would be <br />living there. <br /> <br />Ronald Rich, Attorney for Mr. Kath, stated that the Council heard from Mr. Bell <br />who noted that there was no additional size requirement and the request should be <br /> <br />13 <br />
