CITY OF ROSEVILLE PLANNING COMMISSION MEETING
WEDNESDAY, FEBRUARY 8,1995

Mr. Rich stated he could not see how the S.U.P. criteria would be affected by this
proposed use (auto leasing).

Member Harms asked if this is a use elsewhere in the city? (Midway Ford, the 1-
35 West strip of car dealers.) There is little information on which to make a
decision.

Member Wall asked what are the hours and days of operation? Will the operation
have cleaning, repair operations? Will there be tows?

Mr. Kath leases new cars, then sells them when they are returned. This will be a
clean-up shop. He will have a State of Minnesota Auto SaleslDealer's license for
5 or more vehicles. The hours of operation are 8 to 5 p.m. Monday-Friday; 8 to
12 noon on Saturday.

Member Harms noted that the night watchman's residence has access only into the
car leasing area. Mr. Kath explained that he has exterior access to the building
and site.

Member Wall asked what the impact will be on safety in the area? Will it attract
crime? (No, vehicles are in the non-window area.)

Member Thomas asked where else is the Kath sales/leasing business? (One
license in City of St. Paul.)

Chairman Wietecki asked for public comment:

Charles Rusich, 1312 Rose Place, stated he was concerned about mixed use.
Concern about 5 vehicles, when will it expand into entire building? He expressed
concern about application process.

Rich Armstrong, 2671 Sheldon, stated the area north of "C" is mostly residential.
He asked for licensing and/or certificates for watchman. He was concerned about
stray gun fire. Is there a chance that the use could stay with the building for auto
sales/use regardless of business owner? Could the building also be used for car
repair, car service center?

Mr. Rich responded that use is controlled by permit. There will be no fire arms
on site. There will be 5 leasing spaces.

15
