<br />CITY OF ROSEVILLE PLANNING COMMISSION MEETING <br />WEDNESDAY, MARCH 8, 1995 <br /> <br />Falk also summarized how the proposal would meet the specific design standards for <br />automobile service stations contained in Section 8.360 of the City ordinance. He <br />described his findings that the proposal met all the conditions. Mr. Falk further described <br />the Engineering considerations of this proposal, including the necessity for a Ramsey <br />County permit for working within the County Road D right-of-way, the necessity for a <br />permit from Rice Creek Water Management District, and that proposed sewer and water <br />services not be adversely impacted by landscaping. Mr. Falk recommended that the <br />Planning Commission recommend approval of the special use permit for Super America <br />at 2380 W. County Road Din Roseville based on his findings that the proposal would <br />meet all of the City requirements relating to automobile service stations. Mr. Falk also <br />indicated that he had been made aware of concerns that the adjacent business property <br />owner had concerning this development and that they were in attendance of the Planning <br />Commission meeting to describe their concerns in detail to the Planning Commission. <br /> <br />Chairman Wietecki pointed out to the applicant that there would be City requirements <br />concerning outside storage of materials which would require a special use permit. <br /> <br />Member Wall asked if staff had reviewed pedestrian safety issues and what the proposed <br />color scheme was. Member Wall also pointed out that the site would lend itself to a nice <br />landscaping plan. Mike Falk pointed out that staff reviews internal traffic flow but not <br />specifically pedestrian issues. <br /> <br />Chairman Wietecki asked if there were any Engineering considerations given to the <br />location of the underground tanks on the site. Lon Aune said that this is an issue that will <br />be reviewed by the Fire Marshal. <br /> <br />Sam VanTassel, from Super America, described the site access, pointing out that they <br />were lining up with existing median breaks and with the driveway of the apartments on <br />the north side of County Road D to provide safe access to the site. Mr. VanTassel <br />pointed out that they have added a pond and additional green space in response to the <br />requirements from Rice Creek Water Management District. Mr. Van Tassel also <br />indicated that this station would have pay pumps to reduce pedestrian circulation on the <br />site and that they anticipate that there would be half of the customer volume at this <br />location from their more busy locations. <br /> <br />Chairman Wietecki asked if this site would generate significant traffic or rely on existing <br />traffic that is already on adjacent streets. Van Tassel stated that they would anticipate <br />that 80% of their customers are already on the adjacent streets. There would be <br />additional turning movements, however.
