<br />CITY OF ROSEVILLE PLANNING COMMISSION MEETING <br />WEDNESDAY, MARCH 8, 1995 <br /> <br />Member Sandstrom asked if this was the last opportunity for Planning Commission <br />review of this project. <br /> <br />Chairman Wietecki stated that generally this would be the Planning Commission's last <br />review of the project but that the Commission could ask for the developer to come back <br />with additional detail. Wietecki pointed out that it is not the Planning Commission's job <br />to get into detail but to provide guidance for staff. Wietecki also pointed out that the final <br />design would be dictated by the new owners as they picked the specific design of their <br />unit. <br /> <br />Member Harms stated that the monotony problem may be made worse by the fact that it <br />is winter. She also stated that continuity is part of the townhouse living. <br /> <br />Harstad clarified that the grading limits along S. Owasso Boulevard and the pond are <br />such that a majority of the existing vegetation will remain and screen the project from <br />Owasso Boulevard. <br /> <br />Member Harms stated she did not like the Western/So Owasso Blvd. intersection design <br />because it presented a potential pedestrian safety issue. She stated that visual safety <br />crosswalks and signs would be important for pedestrian safety. <br /> <br />Chairman Wietecki said that he did not like aT-intersection design. He stated that a three <br />way stop is not warranted and that a two way stop would channel traffic into the project. <br />Wietecki pointed out there is an existing sidewalk on the eastern side of Western Avenue <br />and that with improvements to crosswalks at other intersections and with some additional <br />sidewalk on the west side to provide connections, that a safe pedestrian system could be <br />designed and provided. <br /> <br />Aune stated that City staff could look at pedestrian access improvements. <br /> <br />Wietecki questioned what the design of the monument sign was. Falk replied that the <br />developer has agreed to use a similar monument sign as the School District and the <br />details of the School District sign would be provided to the Planning Commission at the <br />April 12th meeting. <br /> <br />Motion: <br /> <br />Member Harms moved and Member Wietecki seconded to recommend <br />approval of the general concept PUD plan with the condition that special <br />consideration be given to design elements to break the visual massing of <br />the proposed buildings and subject to staff review of the landscape plan to <br /> <br />4 <br />
