<br />that a relocation of dwelling units may be permitted in the R-l zoning district where all <br />necessary specifications concerning lot size, setbacks, type of use, height restriction and <br />other conditions are met. In addition, when a relocated building is brought into the city it <br />is necessary to receive a special permit from the city and be inspected to the chief <br />building official prior to movement. <br /> <br />The applicant is proposing to relocate an existing single-family home currently located in <br />the City of St. Paul to the residential lot located at 3125 Rice Street. The property abuts <br />and is directly south of the railroad right-of-way crossing Rice Street. The lot exceeds the <br />11,000 square feet minimum lot size required by the city code and is zoned R-l. <br />Neujahr's proposal is to relocate the 24 x 46' single-story rambler onto the site and <br />construct an attached 2-car garage. The chief building official has noted that the home is <br />basically sound but needs to be upgraded to meet the building electrical, mechanical, and <br />other building codes. These upgrades are needed prior to occupancy ofthe unit. Neujahr <br />proposes an over-sized garage doors on the garage. The purpose of this is to provide <br />access for a recreation vehicle. The staff has reiterated that this property is zoned R-l and <br />commercial-industrial uses are not allowed in this district. The engineering staff has <br />found that, since Rice Street is a State highway, a driveway permit will be necessary from <br />MNDOT. In addition, caution should be taken to meet the necessary grades and <br />elevations adjacent to a manhole on the site. <br /> <br />The staff recommended approval of the permit for the relocation of the dwelling unit to <br />3125 Rice Street by Daniel Neujahr subject to the stipulation that no commercial or <br />industrial uses occur on the property. <br /> <br />Member Thomas expressed concern with all of the pavement on the site. <br /> <br />Member Wall asked why the stipulation for permitted and non-permitted uses should be <br />added to the recommendation? <br /> <br />There was no comment from the applicant. <br /> <br />Janet Sedro, 167 Woodlyn Avenue, stated that this house would be built adjacent to her <br />home, and she was concerned about the possibility of additional business or construction <br />companies moving into the site. There was no further comment. <br /> <br />Chairman Keith Wietecki closed the public hearing. <br /> <br />Motion: <br /> <br />Member Harms moved, seconded by Member Wietecki, to recommend <br />approval of the special moving permit for Daniel Neujahr to relocate a <br />house at 3125 Rice Street subject to no commercial or industrial uses <br />being placed on the R-l site. <br /> <br />4 <br />
