<br />Roll Call: <br /> <br />Ayes: <br />Nays: <br /> <br />Wall, Sandstrom, Rengel, Harms, Thomas, Wietecki <br />None <br /> <br />7. <br /> <br />(a) <br /> <br />Comprehensive Plan Proposed Amendment for the South of C Business Park <br />Redevelopment Area. <br /> <br />Community Development Director Dennis Welsch provided a background report in <br />which he reviewed the concept draft report regarding the possibility of redevelopment of <br />the area from County Road C to County Road B2 and from Fairview Avenue on the east <br />to Cleveland A venue on the west. He described the possible problems and improvements <br />that could be made within the area and requested comment from the Planning <br />Commission which could be sent on to the City Council. The City Council had requested <br />Planning Commission comments in order to provide the Council with more information <br />regarding the need for such a study and change to the Comprehensive Plan. The Council <br />will decide whether to send this issue to the planning commission for Comprehensive <br />Plan amendment studies at a later date. <br /> <br />Member Thomas asked that the city consider installing parking ramps, shared parking, <br />and controlling traffic volumes in order to make the land use more efficient. <br /> <br />Chairman Wietecki recommended that the east side of Fairview Avenue which has <br />single-family homes fronting on Fairview Avenue be included in the study area. <br /> <br />Member Thomas stated that, during the Comprehensive Plan process, the Planning <br />Commission did not think the study area or the area on the east side of Fairview Avenue <br />was appropriate for housing. <br /> <br />Chairman Wietecki asked about the time necessary to complete such a study (6 to 9 <br />months) and the additional cost to the city (existing staff will do the study - there will be <br />no additional costs to the city at this time other than meeting time and printing costs). <br /> <br />Member Thomas asked that the city consider the problem of merging lanes along County <br />Road C as the transportation problems are evaluated for the study area. <br /> <br />Chairman Keith Wietecki stated that, while it was too early to make recommendations, it <br />is appropriate to list the problems in the area which would be included in a master plan <br />study, and including the east side of Fairview Avenue. He recommended that the study <br />move ahead. <br /> <br />Member Thomas noted that Vista 2000 states there is too much retail in Roseville at this <br />time, but that the city may wish to consider expanding its warehouse/office/high tech <br />areas to provide more jobs. <br /> <br />5 <br />
