The Nerums expressed concern <br />about parking on a county road. <br /> <br />Don Speaker, Ryan A venue, asked for additional information regarding the ponding and <br />whether this site really needed a storm pond. Lon Aune explained the ponding was used <br />to control the rate of runoff and to delay entrance of water into the storm sewer until. there <br />was more capacity in the existing storm sewers. Mr. Speaker stated that the pond will <br />create a mosquito area. <br /> <br />Eileen Kokendorfer, a resident living near the corner of Lexington and Ryan, expressed <br />concern about visitor parking and the need for additional parking spaces on the site. <br />Michael Falk explained that if the road were wider, it would allow for some spaces within <br />the project area, and that ifthere was no gazebo area, it could be used as a visitor parking <br />space. <br /> <br />Mr. Warren, Ryan Avenue, stated he prefers to have a fence located along the north <br />property line and asked for details regarding the 3 foot deep pond. He asked how far <br />from the property line the pond would be placed (35 feet). He suggested the pond be <br />placed elsewhere, such as along Roselawn Avenue or on the west side near the hardware <br />store. <br /> <br />David Whorley, 1056 Ryan, asked if the pond needed to be fenced. He stated the project <br />was too dense; he did not like the design. <br /> <br />Paul Nerum, 1056 Roselawn, asked if the streets could be increased from 26 to 28 feet to <br />allow for one-side parking. Chairman Wietecki explained the pavement versus green <br />space policy the city has. Nerum stated he supports the project, but by adding the 2 feet <br />of additional roadway, it would solve many of the parking problems. <br /> <br />Mike Christopher, 1032 Draper, expressed interest in the easement along the east side of <br />the site. He asked for clarification regarding how the vacation of the easement occurs, <br />and whether he could place a private driveway on the easement to allow access into his <br />site east ofthe project. Lon Aune explained that Mr. Christopher would need an access <br />easement from the developer. <br /> <br />A resident living along Ryan Avenue suggested that the northwest corner of the project <br />area is a low wetland, and that if berms are placed in that area they will act as a dam for <br />water running to that area. Chairman Wietecki asked if the staff would make certain that <br />the drainage from the Ryan site will be accommodated in the Rose Villa drainage area. <br /> <br />Paul Nerum, 1056 Roselawn, stated he supported the project and knew that change in the <br />area would eventually come. The site has value for housing and this project will be an <br />ambitious project. He stated the only alternative he could envision was an east-west <br />street with single-family houses. He stated he and his wife preferred the uniformity with <br />better landscaping. <br /> <br />There was no further comment. Chairman Keith Wietecki closed the public hearing. <br /> <br />4 <br />
