<br />City of Roseville <br />Planning Commission Minutes <br />July 12, 1995 <br /> <br />Borgstrom and Salverda. The property is currently zoned R-l Single Family Residential <br />and B-1 Limited Business. The Comprehensive Plan designation for the site is low <br />density residential and institutional. <br /> <br />Mr. Falk pointed out that this is a sketch plan which is the first step in the approval <br />process for a Planned Unit Development. <br /> <br />Council Member Pat Johnson asked for a clarification of notice requirements and the <br />timing of the formal consideration of this matter because of confusion in the <br />neighborhood. Chairman Wietecki explained that this was a Sketch Plan review which is <br />an informal review by the Planning Commission to provide initial direction to a <br />developer in order to assist him in determining if he wants to invest in the expense of a <br />full Planned Unit Development application. The staff indicated that a formal application <br />has been received and that the formal Planning Commission Public Hearing would be <br />August 9, 1995, and the city council hearing would be August 28th. <br /> <br />Member Harms announced that she had business with Len Pratt and she asked what part <br />Mr. Pratt would play in this proposed development. Mr. Pratt indicated that he was a <br />marketing consultant to Rich Kettler only and would not be the developer. Member <br />Harms announced that she would like to participate in the discussion. <br /> <br />Mr. Pratt indicated that they had worked very closely with the neighborhood, and in fact, <br />had 3 neighborhood meetings. Two meetings were held on the original proposal which <br />involved the total American Legion site and 1 neighborhood meeting concerning the <br />current plan. <br /> <br />Rich Kettler summarized the land acquisition history and his attempts to meet the <br />concerns expressed about previous development proposals on the site. <br /> <br />Chairman Wietecki asked if these would be zero lot line (Yes), and pointed out the need <br />for elevation drawings for the proposed units. <br /> <br />Rich Kettler explained how the units would be screened from adjacent areas by berms <br />and trees and the location of the ponds on the site. <br /> <br />16 <br />
