<br />City of Roseville <br />Planning Commission Minutes <br />July 12, 1995 <br /> <br />Member Harms stated that enforcement is a problem with this kind of regulation. <br /> <br />Chairman Wietecki questioned that if I or 2 areas have problems that the city should not <br />legislate changes. <br /> <br />MOTION: Member Rhody moved and Chairman Wietecki seconded to continue <br />consideration ofthis item until August 9, 1995 to allow staff to prepare <br />additional background information on this item. <br /> <br />6. <br /> <br />(k) <br /> <br />Proposed Amendment of the Roseville City Code regarding establishment of <br />minimum standards for emergency vehicle access. <br /> <br />Lon Aune highlighted a proposed ordinance amending the city code to establish <br />minimum roadway widths to ensure proper emergency vehicle access to all areas of the <br />city. Mr. Aune indicated that, during the pavement management programs, the city staff <br />has encountered difficulties in certain areas in reaching an agreed-upon design for streets <br />with neighborhoods, because we do not have minimum design standards. <br /> <br />Mr. Aune pointed out that planning staff, fire department staff, and engineering staff have <br />been working together to develop a proposed minimum design standards included in the <br />ordinance. Mr. Aune pointed out that the proposed ordinance would have parking <br />restrictions based on roadway width minimum cul-de-sac design standards which would <br />allow 80 and 100 foot diameter cul-de-sacs, criteria for reduced-sized cul-de-sacs, and <br />alternatives to cul-de-sacs. <br /> <br />Member Wall asked what diameter is necessary for cul-de-sac with a landscape area in <br />the middle. Mr. Aune responded that they are mostly 100 foot diameter cul-de-sacs. <br /> <br />Member Rhody pointed out that neighborhood street cui-de -sacs are used as open space. <br /> <br />Member Rhody also indicated that a problem would be if a fire is not located in the cul- <br />de-sac and then the fire department would have to take extra time to turn the equipment <br />around and get out. <br /> <br />22 <br />
