<br />City of Roseville <br />Planning Commission Minutes <br />July 12, 1995 <br /> <br />Mr. Falk stated that the staff recommendation was to approve Mr. O'Meara's request for <br />preliminary plat consisting of 3 lots be approved with the stipulation that setback variance <br />requests will not be part of build permit applications for these lots. <br /> <br />Mr. Eric Jorve, 2207 Nancy Place, expressed concerns with the proposed plats including <br />the fact that it would result in large house on small lots which would not be in character <br />with the existing neighborhood which consisted of single-story homes on larger lots. Mr. <br />Jorve stated that he saw no public benefit, and that there would, in fact, be detriment to <br />the neighborhood because of excessive traffic and because the development could effect <br />drainage patterns in the area and cause problems to other properties. Mr. Jorve <br />recommended that there be no more than 2 lots, and that there be a one-and-a-half story <br />limit on the house to fit the character of the neighborhood. <br /> <br />Chairman Wietecki asked the staff what the sizes of other lots on Milton were. Mr. Falk <br />answered that there were a number of lots of approximately 10,300 square feet. Mr. <br />Jorve pointed out that there were smaller homes on the existing Milton lots, and that the <br />proposed pie-shaped lots add to the appearance of density because there is less grass in <br />the front. <br /> <br />Mr. Robert Kritta, 907 West Sandhurst Drive, testified that the minimum lot size was <br />established for a purpose. He stated that, in this case, it looked like the proposed use was <br />determining the size, not the size determining the use. Mr. Kritta added that this appeared <br />to be an economic decision not a land-use decision, and that he did not see any <br />compelling hardship or public purpose for the variance. <br /> <br />Mr. Barry O'Meara stated that property lines could be adjusted so that all three lots met <br />the 11,000 square foot minimum lot area requirement, but that he felt that the proposal <br />was a better design because it allowed more flexibility to meet the needs of future home <br />buyers. Mr. O'Meara pointed out that the storm sewer easement on the north end of the <br />property presents some hardship. <br /> <br />Member Sandstrom questioned whether the shifted design of the cul-de-sac effected Mr. <br />O'Meara's ability to develop the property. <br /> <br />Member Harms asked if the applicant was required to give land for the cul-de-sac. Mr. <br />Lon Aune responded that the City had purchased property for the cul-de-sac. <br /> <br />4 <br />
