<br />City of Roseville <br />Planning Commission Minutes <br />July 12, 1995 <br /> <br />6. <br /> <br />(i) <br /> <br />An ordinance amending Title 10 zoning, Chapters 1005 and 1006, by providing <br />for Bingo Halls as a conditional use in certain districts. <br /> <br />Chairman Wietecki opened the hearing on this matter, and asked City Planner Falk to <br />give a background report on this item. Michael Falk summarized the history of this item <br />pointing out that this is one step in the process to relocate the bingo hall which is operated <br />for charitable gambling purposes from the Knights of Columbus building to a potential <br />site in the Hamline Shopping Center. The Knights of Columbus site would be sold to <br />Western Auto for the construction of a retail auto parts store. Mr. Falk pointed out that <br />the City zoning ordinance provides for bingo halls as a conditional use permit only in a <br />B 1 zoning district and the licensing ordinances restrict the location to just the Knights of <br />Columbus building. Mr. Falk pointed out that, in order to facilitate the potential move, <br />the City's legal counsel has prepared a draft ordinance that would provide for bingo halls <br />as conditional uses in the B2, B3 and SC districts. Mr. Falk added that the Hamline <br />Shopping Center is zoned as SC shopping center. <br /> <br />Chairman Wietecki stated his concern about opening a wider area of the community for <br />bingo halls. Chairman Wietecki was concerned that the City Council would have limited <br />ability to turn down future proposals, and was also concerned about the City Council's <br />ability to only grant one bingo hall license. <br /> <br />Member Sandstrom questioned whether the Hamline Shopping Center site could be <br />zoned Bl which would eliminate the need for the Ordinance change. City Planner Falk <br />stated that the site could be rezoned to B 1. <br /> <br />Member Harms stated that she felt that they had the "cart before the horse" in this case. <br />She stated that this seemed to be what's best for the applicant and not what's best for the <br />city. Member Harms asked in what other areas of the city could the bingo hall relocate <br />without the ordinance change. The staff pointed out the other B I zone areas of the city. <br />Chairman Wietecki suggested that the city look at requiring a Planned Unit Development <br />to give the City Council more control in turning down these items. <br /> <br />6 <br />
