City of Roseville
Planning Commission Minutes
July 12, 1995

6.

(c)

Planning File 2775: Englesma Limited Partnership request for a conditional use
permit at 2797 to 2833 North Hamline Avenue.

Member Harms stated that the public notice in this particular case did not appear to be
sufficient, because only one single-family residence was notified.

Chairman Wietecki stated that notice requirements could be discussed during the
Planning Commission's Business Meeting to be held in September.

MOTION: Chairman Wietecki moved and Member Harms seconded to continue
consideration of Englesma Limited Partnership's request for a conditional
use permit at 2797 to 2833 North Hamline Avenue until August 9, 1995,
to allow completion of review and recommendation of the Ordinance
Amendment to allow bingo halls in SC Shopping Center Districts.

ROLL CALL:

Ayes: Wall, Sandstrom, Thein, Rhody, Harms, Wietecki
Nays: None

6.

(d)

Planning File 2776: Beaneries of Midwest, Inc. c/o Discus Acquisition
Corporation's request for a variance to the zoning ordinance at 2720 North
Snelling Avenue.

Chairman Wietecki opened the public hearing on this matter and asked Mike Falk to give
the background on this matter. City Planner Falk pointed out that the Brick Oven
Beanery Restaurant is interested in buying property, but that the sale is being delayed.
because of a title problem which exists because the rear corner of the existing building is
encroaching on the required 20 foot rear yard setback. Mr. Falk stated that
approximately 3 feet of the building corner is encroaching into the setback area which has
resulted in the variance request. Mr. Falk concluded with the staff recommendation that
the Beaneries of the Midwest, Inc. 's request for a variance at 2720 North Snelling Avenue
be approved.

8
