PUBLIC HEARINGS: <br /> <br />(a) Plannin1: File 2779: L&R Automotive request for a conditional use permit <br />for an automotive repair business located at 3011 Rice Street. <br /> <br />Chairman Wietecki opened the public hearing and requested the city staff to provide a <br />background report. Summer Planning Assistant, Rick Jaehnert reviewed the project <br />which included a 21,505 sq. ft. lot which the applicant, Richard Klein, proposed to <br />construct a 2,640 sq. ft. rock-based, concrete-block building with expansion space for an <br />additional 840 sq. ft. for a total of 3,480 sq. ft. of building area. The zoning on the site is <br />designated general business (B3) and the Comprehensive Plan is designated business. A <br />conditional use permit is required for all automotive repair operations in a B3 zone. <br /> <br />The staff reviewed the screening and landscaping for the area along South Owasso <br />Boulevard and the area along the north parking lot. Parking spaces along the north side <br />of the building and the alignment of the driveways were discussed in detail. The <br />driveway as proposed along Owasso Boulevard would be 18 ft. from the southeast corner <br />of the property line. The staff recommended approval of the conditional use permit. <br /> <br />Member Wall asked the staff whether the criteria listed in Section lOB. Old -- Criteria for <br />Issuance of a Conditional Use Permit -- had been reviewed regarding this project. <br /> <br />1. Impact on traffic. <br />2. Impact on parks, streets, and other public facilities. <br />3. Compatibility ofthe site plan, internal circulation plan, landscaping, and <br />structures. with contiguous properties. <br />4.
