He noted that there will be 2 employees on the site from 8:00 a.m. to 6:00 p.m., <br />Monday thru Friday, and occasionally on Saturday morning. Mr. Mikelac described and <br />illustrated a rendering of the building. <br /> <br />Member Sandstrom asked if the 40 ft. driveway setback would be sufficient or whether it <br />should be moved further to the west. Mike Falk explained that there was concern with right- <br />turn movements from Rice Street onto Owasso and then into the parking lot. Member <br />Sandstrom stated that safety is most important in this case, and the setback should be at least <br />40 ft. consistent with the requirements of the code. The berm, perhaps, should be placed east <br />of the entryway. Member Wietecki noted that a service station had previously been on the <br />site and there had been no problem. Member Harms stated that if there was a problem with <br />the turning movement should the developer consider designing a one-way entrance and exit <br />system. Member Wall asked if it was possible to have 1 curb cut instead of2. Mike Falk <br />responded that 1 driveway would be possible on the Rice Street side of the project. Member <br />Harms stated that the double-stacked parking along the north side of the property calls for <br />more "jockeying" of vehicles. Member Wall asked if the west elevation of the building will <br />be an 18 ft. high block wall, and how will it be viewed by drivers heading east on Owasso. <br /> <br />Member Thein stated that he had observed at least 10 vehicles parked at the muffler shop on <br />the south side of Owasso. He asked how the L&H operation would control overnight traffic. <br />Mr. Klein responded that L&H stores vehicles indoors. Member Wall asked what type of <br />noise would be generated. Mr. Klein stated the activities will include minor engine repair, <br />brakes, shocks, and struts. The bay doors would be open during the summer. Mr. Klein <br />noted that the additional space would allow for 2 additional bays in the future. Only the <br />office will be air conditioned. Site lighting on the building will be attached to the building <br />and will be downcast. Any additional expansion to the building would require additional <br />parking on the site. <br /> <br />John Brock, 2581 Irene, stated his concern for visibility at the entrance. Conrad Boer, 176 <br />South Owasso, asked whether the work hours would change in the winter and on Sundays <br />and when would tow trucks be allowed on the site. He also expressed concern about the <br />speed and controllability of traffic along South Owasso Boulevard. <br /> <br />Art Hubbard, 164 South Owasso Boulevard, directly behind the muffler shop, opposed the <br />new project because: <br /> <br />(1 ) The speed and noise that would be generated on South Owasso Boulevard. <br />(2) The Owasso Hills and other changes to Owasso Boulevard have already created <br />significant new traffic. <br />(3) There is no traffic signal at South Owasso and Rice Street, and there should be such <br /> <br />3 <br />
