<br />Planning Commission Minutes <br />September 13. 1995 <br /> <br />a signal. <br /> <br />(4) There is a need for lighting for security. <br />(5) There should be an EP A certification of contamination cleanup for the site. <br />(6) The site could be rezoned for Habitat for Humanity. <br />(7) This business would effect the value of the residents adjoining it. <br /> <br />Chairman Wietecki requested that the staff clarify with the City Engineer the prospects of <br />installing a signal along Rice Street at Owasso and report these findings to Mr. Hubbard. <br />There may not be enough traffic on Owasso Boulevard to warrant such a signal. <br /> <br />Mr. Jim Krotboer, who owns the property west of the proposal on Owasso Boulevard, stated <br />that he appreciated the screening, berms, and green space, but objected to the proposed 800 <br />sq. ft. expansion. He asked the Commission to consider whether the city should limit auto <br />repair shops on Rice Street. He expressed concern regarding parking and hours of operation. <br />He stated the Muffler Man has vehicles used for racing in the shop on Sundays. He was <br />concerned about the storage of vehicles on the site and the devaluation of adjacent properties. <br />He stated the image of the neighborhood is bad, and that establishing additional automotive <br />repair in the area worsens the image. He expressed concern regarding the increasing crime <br />from overnight parking, and was concerned about the pollution on the site from exhausting <br />of vehicles. <br /> <br />Mark Jorgenson, property owner at South Owasso Boulevard and Woodbridge, stated that <br />it was time to put something on the site that would be complimentary to the residential area. <br />He expressed concern regarding the shortage of parking on this project, and preferred a <br />professional building instead of a automotive repair building. <br /> <br />Mitch Jorgenson, 1777 South Owasso, stated he opposed the project and asked whether the <br />soil had been tested for contamination. He informed the Commission that Little Canada is <br />attempting to make Rice Street a "Grand Avenue." The potential for accidents at the corner <br />concerned him. He asked whether vehicles will be tested or driven along South Owasso <br />Boulevard for testing purposes. <br /> <br />There was no other public comment. Chairman Wietecki closed the public hearing. <br /> <br />Chairman Wietecki summarized that the site is zoned B3 and designated for commercial uses <br />on the Comprehensive Plan. It would generate some traffic but not as much as other <br />permitted commercial uses such as medical and dental offices. If such a project were <br />expanded, it would be subject to an amended conditional use permit. The driveway along <br />Owasso Boulevard may not be necessary. <br /> <br />4 <br />
