<br />Planning Commission Minutes <br />September 13. 1995 <br /> <br />the meeting to clarify the issue.) <br /> <br />Change in Meeting Attendees: <br />some family matters. <br /> <br />Member Wall excused himself from the meeting to attend to <br /> <br />Member Harms abstained from the discussion of the next item regarding the Kettler request <br />because of a potential conflict of interest. <br /> <br />6. <br /> <br />(b) <br /> <br />Plannin1: File Number 2780: Kettler Construction, Inc. request for concept <br />approval of a Planned Unit Development consisting of 44 townhomes, a rezoning <br />from Rl and Bl to Residential Planned Unit Development, and preliminary plat <br />approval on land generally located south of County Road C to Roseville Central <br />Park and west of Dale Street to Aladdin Street, including a portion of the <br />American Legion site. Kettler Corporation, Inc. also requests a change in the <br />Comprehensive Plan map from Institution and Low Density Residential to <br />Medium Density Residential. <br /> <br />Chairman Keith Wietecki opened the public hearing and requested Michael Falk to provide <br />a background report. City Planner Michael Falk provided a background report summarizing <br />the staff written report dated September 11, 1995, in which he noted that the Kettler project <br />would combine parcels of land to create a 9.56 acre site with 44 townhome units and a <br />density of 4.6 units per acre. The 4.6 units per acre is slightly more than the maximum <br />allowed in the low density district which is 4.0 units per acre. Therefore, the Comprehensive <br />Plan must be amended. Mr. Falk reviewed the existing conditions of the site and the <br />Concept Plan for the site and the setbacks. The project is now called Rosetown Ridge. One <br />street will be named Overlook Drive, and include 26 townhomes of which 14 will be <br />walkouts. The second street will be called Rosetown Court, and will include 18 townhomes. <br />Nine of the townhome units will be walkouts. At the end of the Rosetown Court, a driveway <br />will be constructed to allow entrance into the American Legion parking lot. All of the <br />townhome units will be single-level units with a starting price of $140,000. The walkout <br />units, with basements, will start at $150,000. They will have 1590 sq.ft. on the main living <br />level with the option to finish space on the lower level. Each unit will have an attached two- <br />car garage. All of the streets in the project will be public streets with a 60 ft. right-of-way. <br />Building setbacks will be 25 ft. from the property line in the front, 30 ft. in the rear, and 20 <br />ft. on the side lot lines. The exteriors of the buildings will be maintenance-free materials <br />consisting of vinyl, aluminum and brick or stone veneer. There will be a Homeowners' <br />Association to maintain the site. The developer will be requested to add additional sidewalks <br />along the Dale <br />Street side of the project. The park dedication will be accepted through a cash-in-lieu-ofland <br />payment amounting to $400 per townhome unit. The Roseville Parks Department has <br /> <br />6 <br />
