<br />Planning Commission Minutes <br />September 13. 1995 <br />reviewed a potential land swap of land along Aladdin Street for additional land to be added <br />to the development along the south border of the property parallel with Overlook Drive. The <br />Parks Department feels the land swap is a good idea, but has indicated it must be conditioned <br />on scenic easements to protect the wood lot on the side slopes along the south property line. <br /> <br />A traffic study was completed on the project indicating that the 44 townhome units would <br />generate a total of250 to 270 vehicle trips per day. These are considered low numbers, and <br />will have no significant impact on the traffic on County Road C or Dale Street. Surface <br />water ponding would be handled through a series of on-site ponds as well as regional storage <br />pond to be located east of Dale Street on property owned by George Reiling. The city <br />supports this concept of regional storage ponding. <br /> <br />The city engineering staff reviewed the project and provided 19 conditions of approval. The <br />conditions of approval are attached to the city file August 21, 1995. The planning staff <br />recommended approval of the project. <br /> <br />City Planner Falk reviewed a video of the site with the Planning Commission. <br /> <br />Member Cunningham asked about the depth of the pond and whether it would be filled year- <br />round. He expressed concern with the safety of the neighboring area and whether the water <br />would be stagnant. <br /> <br />Member Sandstrom asked for details regarding the cul-de-sac off of Dale Street, and <br />questioned whether the four-unit building located at the north end of the site could be moved <br />to the south end of the site and a two-unit building placed along the northwest corner of the <br />project. <br /> <br />Rich Kettler, Applicant and Developer for the Project, provided a background report on the <br />property acquisition, noting that he had held 4 meetings with the neighbors prior to this <br />public hearing. He also said the concept had changed since the last time he had reviewed the <br />project with the Planning Commission to include: <br /> <br />1) A new landscape plan. <br />2) A berming plan with 6 to 8 ft. berms along County Road C and Aladdin with <br />landscaping on top of the berm. <br />3) No more driveways along County Road C to reduce the confusion with stacking and <br />traffic at the County Road C and Dale entrance. <br />4) Materials have been specified as maintenance-free aluminum and vinyl with brick <br />and stone veneers. <br />5) Renderings of the project site have been shown. <br /> <br />7 <br />
