Planning Commission Minutes
September 13. 1995

Mr. Kettler noted that the view from Aladdin with the berms will be similar to the view from
County Road C with the berms. He also noted that the switching of 4-units from the
northwest corner to the southwest corner of the site along Rosetown Court could be done.
In response to questions regarding the ponding, it was noted that the water in the pond will
be 3 to 4 ft. in the dry season with slopes as required by the DNR at a 5 to 1 ratio. There will
be no aeration done in the ponds. The developer is working to resolve the issues of a
regional pond on the Reiling site, but noted that Mr. Reiling has some concerns regarding
the tax classification of the site.

Bruce Arndt, a resident on Aladdin Street, asked for clarification regarding the land swap
between the Legion, Kettler, and the city park. Mr. Falk explained the swap and the proposal
by the Parks Department to use the additional site for baseball diamond parking just east of
Aladdin Street. Chairman Wietecki stated that it would be possible to simply grant a setback
variance rather than swapping properties.

Steve Vitali, a resident on Aladdin Street, stated that a drainage ditch is adjacent to Aladdin
Street and that parking would be a poor use of the site. He stated the Legion parking lot
drains to Central Park through the drainage area along Aladdin Street where the parking is
proposed. He stated that swaping the 4-unit building for the 2-unit building would bring the
townhomes closer to the single-family development. He also stated that berming along
Aladdin is actually north of Aladdin Street. He is opposed to multi-family density in the
area. He asked for clarification on how lighting would be used on the site.

John Foster, 675 County Road C, asked for clarification regarding the dimensions of the land
swap. He also expressed concern regarding who would replace the trees if they did die and
whether and how the ponding water actually drained to the east.

Barb Burke, 720 County Road C, was concerned regarding the mature trees along the west
property line, and asked whether they would remain. The developer stated they would
remain and that no hill along the northwest corner of the property would be disturbed. The
Legion had previously given adjoining property owners permission for a walking path to
Central Park. Ms. Burke asked if there would be a walking path through the project to the
park. The developer stated there would be no specific walking path, but there will be a
public right-of-way.

Bob Beshensky, 1040 parker, asked where the plowed snow would be placed when it was
pushed into the driveways of the townhomes.

Barb Burke, 720 County Road C, asked if the duplex could be moved to the south. Is there
any way to change the layout in the design. She expressed concern with the additional traffic

8
