<br />Planning Commission Minutes <br />September 13. 1995 <br /> <br />on County Road C at rush hour, and expressed concern about pedestrians using the new <br />County Road C pathway system. She asked that pathways within the project be proposed <br />and that landscaping should insure privacy. <br /> <br />Fred Booth, 626 County Road C, stated that his property will become an island of residential <br />property with duplex and townhomes surrounding him at the corner of County Road C and <br />Dale. He asked if it will have an impact on property values and noted that he had not met <br />with Mr. Kettler. He asked why the plan cannot go all the way to Dale Street. Asked if the <br />corner was better used for retail uses, or could it be used for 1 to 2 townhomes. <br /> <br />John Bostrum, 675 County Road C, read a statement from Al Jenson (690 County Road C) <br />expressing concern with setbacks from the property line, the width of the street should <br />protect existing trees, the snow buildup on the lot was of concern, the curbs will disturb the <br />drainage on the sites, and the drainage and density is a problem. Mr. Bostrum noted that <br />there are now land use islands; I is Fred Booth's on the corner, a 2nd is the VanSyckle area <br />and County Road C, and the 3rd island is the area west of the new Legion road. He <br />expressed concern with the density and the traffic hours, and with the new pathway along <br />County Road C as a pedestrian conflict with this potential peak hour traffic. <br /> <br />Roger Sedecki, 667 County Road C, expressed concern about the islands use and non- <br />development along County Road C and recommended that the project should include the <br />entire corner. <br /> <br />There was no further public comment. Chairman Wietecki closed the public hearing. <br /> <br />MOTION: Member Wietecki moved, seconded by Member Sandstrom to recommend <br />amendment of the Comprehensive Plan Map from Institutional and Low Density Residential <br />to Medium Density/PUD for the project area. <br /> <br />Roll Call: <br /> <br />Ayes: Thein, Sandstrom, Cunningham, Rhody, Wietecki <br />Nayes: None <br />Abstain: Harms <br /> <br />MOTION: Member Wietecki moved, seconded by Member Thein to recommend approval <br />of a rezoning from Rl and B 1 zones to Residential Planned Unit Development on the City <br />Zoning Map and recommended approval of a Preliminary Plat with the following conditions: <br /> <br />1) Resolution to the run-off into a regional storm water pond east of Dale Street. <br />2) A sidewalk be installed along Rosetown Court. <br />3) Additional landscaping be placed along Rosetown Court. <br /> <br />9 <br />
