<br />Planning Commission Minutes <br />October 11, 1995 <br /> <br />Member Cunningham asked what the police records for County Road B have shown. He <br />stated he would like a video in the early morning hours to illustrate how far back cars are <br />queuing. He asked ifthe eastern portion of the parking lot would be a better site for such <br />a use. <br /> <br />City Planner Falk responded that the police and engineering found that traffic was not a <br />problem, and that the area designated for this use reduced the number of crossing <br />movements and kept traffic close to County Road B. <br /> <br />Member Cunningham asked if it was possible to issue a probationary or 1 year review <br />conditional use permit. City Planner Falk reminded the Commission they had granted <br />conditional use permits with a 1 year review. <br /> <br />Kenneth Clausen and Jeff Gerlinger, representing Java Outpost explained the company <br />motto and operation on the site. Member Cunningham asked for a clarification regarding <br />the major times of business operation. City Planner Falk related that 70 to 80 percent of <br />the businesses between the hours of7:00 a.m. and 10:00 a.m. with a total of300 vehicles <br />per day. The statistics were gathered from the City of Seattle and the City of Portland. <br /> <br />Chairperson Harms asked for comment from the public. There was none. Chairperson <br />Harms closed the hearing. <br /> <br />MOTION: Member Wall moved, seconded by Member Cunningham to recommend <br />approval ofthe conditional use permit for a coffee kiosk at 1515 West County Road B by <br />Kenneth Clausen subject to the 12 month review by the staff and City Council and with <br />construction to occur as per site plan drawing #2. <br /> <br />Member Wall stated he had considered the 6 criteria under the conditional use permit <br />section of the Ordinance and that none of the 6 criteria negate this use. <br /> <br />Member Cunningham stated that 2 times during the year, the staff should report on the <br />traffic in the area. <br /> <br />Roll Call: <br /> <br />Ayes: <br /> <br />Sandstrom, Harms, Cunningham, Wall, Thein <br /> <br />Nayes: <br /> <br />None <br /> <br />The Commission took a 10 minute brake. <br /> <br />7. (a) Adoption of Plan nine Commission By-Laws. <br /> <br />Community Development Director, Dennis Welsch, provided a review ofthe Bylaw <br />changes requested by the Planning Commission at their last meeting. Member Wall <br />stated that training should be mandatory, and that quarterly training meetings should be <br />optional as determined by the Commission Chairperson.
