Rubbish pickups and deliveries can be scheduled but snow and snow removal <br />cannot be scheduled and should not be regulated. <br /> <br />b. Before adopting a new ordinance, there should be work done with adjoining <br />neighbors and the property owners of the centers. <br /> <br />c. Churches and schools also need early plowing. This may add to the confusion of <br />the regulations. <br /> <br />d. By limiting the hours of snow removal, trash pickup, and delivery, the City places <br />a hardship on public and private owners to either hire additional staff or pay for <br />late hour plowing. Deliveries can be regulated without such a hardship. <br /> <br />George Lindgren, 1728 Oakcrest, provided insight into the Crossing's planned unit <br />development and the requirements of the PUD in that location. <br /> <br />Member Wall stated that the laws are currently on the books but need to be enforced. <br />The general prohibition of the nuisance code are broad and should encompass any <br />enforcement problems. <br /> <br />Council member Goedeke explained that the Council has received complaints regarding <br />snow plowing and deliveries. Trash has been a continuous problem. Compliance has <br />only been gained by the use of fences, berms, and landscaping. The City needs an <br />ordinance to regulate other properties. Enforcement is a problem. Goedeke also noted <br />that snow removal cannot be over-regulated. <br /> <br />There was no further comment. <br /> <br />7. <br /> <br />(d) <br /> <br />PlanninJ: Commission By-Laws adoption (Paee 5 dealine with train in&)o <br /> <br />MOTION: Member Wietecki moved, seconded by Member Wall to adopt page 5 and all <br />the appendices to the Planning Commission By-Laws and submit the amended By-Laws <br />to the City Council. <br /> <br />7. <br /> <br />(e) <br /> <br />Establish quarterly meetin2 schedule (Keith Wietecki). <br /> <br />7. <br /> <br />(t) <br /> <br />Establish FlaJ: Lot Study Subcommittee. <br /> <br />MOTION: Member Harms moved to have the City planning staff and the City Attorney <br />propose City Code language directly to the Planning Commission that would state "Flag <br />lots are prohibited". The motion died for the lack of a second. <br /> <br />The Planning Commission then directed the City staff to explain to applicants that the <br />City Planning Commission policy of November, 1995, is to not recommend approval of <br />flag lots unless special conditions exist. <br /> <br />9 <br />
