Mark Erickson explained that 80% of the car <br />washes done in a SuperAmerica store are done between October and March when all <br />windows in adjacent buildings should be closed. He stated that the design ofthis car <br />wash will be exactly the same as the car wash just installed in the SuperAmerica store at <br />County Road D and Old Highway 8. The car wash is an important revenue source to the <br />store. Member Cunningham stated that the problem may be in the queuing of the <br />vehicles. He asked if the car wash could be reversed to stack the vehicles along the north <br />side ofthe store, thereby allowing for auto noise to be adjacent to parking lots north of <br />Woodbridge. <br /> <br />Chairman Wietecki asked if the noise provisions in the City Code are adequate to enforce <br />the hours of operation of the car wash. He asked if the City could use a proof of noise <br />and noise abatement clause in the conditional use permit. Rick Jopke responded that it is <br />possible to write that into the conditional use permit. Mark Erickson of SuperAmerica, <br />stated that the speaker use is shut off after 9:00 p.m. in the evening. Member Rhody <br />stated that much of the noise heard from an existing car wash in the area is drowned out <br />by the traffic noise along Highway 36 and Rice Street. He stated that he was more <br />concerned with the slippery hill on Woodbridge and the conflict between the northbound <br />traffic in the turn lane, as well as the southbound traffic attempting to turn left at <br />McDonald's area. He asked if a deliveries could be scheduled during normal daytime <br />business hours and whether gas delivery could be done during midmornings, <br />midafternoons, or late evening. <br /> <br />Member Harms stated that the Lexington and County Road B locations do not have car <br />washes and asked if it would be a detriment to not have a car wash at this site. Mark <br />Erickson of SuperAmerica stated that the car wash is a definite asset to the site. He was <br />not clear whether the prohibition of the car wash would reduce SuperAmerica's chances <br />of locating on this site. <br /> <br />Member Harms asked what other uses could occur on this site. A general discussion <br />ensued about other potential uses. <br /> <br />Member Cunningham asked if deliveries would be made during late night hours and, in <br />particular, if bakery trucks and other stocking trucks would have to deliver before dawn. <br />He also expressed concern about the timing and design of the traffic light at Minnesota <br />and Rice to allow for a left turn into the Minnesota entrance of SuperAmerica. <br /> <br />Chairman Wietecki asked for a comment from the public. There was none. <br /> <br />Council Member Dean Maschka asked if SuperAmerica and staff would review the <br />alternative of turning the building and car wash 90 degrees as was done on the ICO Gas <br />Station at Larpenteur and Rice Street. <br /> <br />MOTION: Chairman Wietecki moved and Member Harms seconded to introduce the <br />following resolution #2/14/96a: <br /> <br />4 <br />
