Planning Commission Minutes
May 8, 1996

Roll Call:

Ayes:
Nayes:

Harms, Thein, Wilke
Rhody, Cunningham, Wietecki

The motion was not adopted.

Member Rhody stated that he voted opposed to the motion, because he felt Lexington
Avenue is a parkway corridor within the city and that the project should have a city-scape
design with a store at the sidewalk level, and pumps and parking hidden from the street.

Member Cunningham stated he voted against the motion because there are already two
stations along Lexington Avenue, and it is not in the best interest of the Lexington
Avenue corridor. He expressed concern with the addition of business in this area and
hoped that the existing businesses could survive.

Member Wietecki stated he voted opposed to this project for the same reasons as
Members Rhody and Cunningham, and because the project was too large in scale and did
not protect the character of the Lexington A venue Parkway.

6(b) Planning File 2820 Ramsey County Department of Health, Division of Solid
Wastes' request for an extension of an interim use permit to operate a seasonal collection
site for household hazardous waste. The site is located at Kent Street one block north of
Larpenteur A venue and east of Dale Street.

Chairman Keith Wietecki opened the public hearing and requested Michael Falk to
provide a background report regarding the Ramsey County hazardous waste site.
Michael Falk provided a video background and a staff report dated May 8, 1996. He
noted that in 1992, the site was first classified as an interim use with 5 conditions and it
was later renewed in 1994. The staff recommended approval of a 5-year interim use
permit and use during any of three seasons: spring, summer, and fall. Chairman Wietecki
asked ifthe staff had inspected the site. Michael Falk responded there have been
inspections and no problems at the site.

Norm Schifferl and Joe Wozniak representing Ramsey County answered questions.
There were no questions or comments from the public. Chairman Wietecki closed the
hearing.

MOTION: Member Wietecki moved, seconded by Member Harms, to recommend an
interim use permit extension for 5 years, and an extension to operate in the summers in
accordance with the staff recommendations dated May 8, 1996.

Roll Call:

Ayes:
Nayes:

Thein, Rhody, Wilke, Cunningham, Harms, Wietecki
None

10
